Join us for a lecture that asks a provocative question: What if geopolitical shocks are not unpredictable, only poorly measured?

About the Lecture

From unexpected election outcomes to global ruptures such as the Arab Spring or Brexit, the world repeatedly confronts “surprise” events that destabilise political systems. But are these events truly unforeseeable, or have we simply lacked the right tools to model them?

This lecture explores a critical frontier in strategic policy research: the scientific measurement of cognitive index and rationality within complex systems.

Moving beyond speculative AI optimism, the session examines how validated cognitive–machine learning models can forecast disruptive geopolitical transitions with increasing precision. Rather than focusing on whether artificial intelligence can predict political events, the real question becomes: which models deliver reliable, empirically grounded results?

At its core, the lecture argues that instability is not random. Systems exhibit measurable patterns of rationality and breakdown, and understanding these patterns may reshape how we anticipate the future of governance.

About the Speaker

Raúl V. Rodríguez is Vice President at Woxsen University and Sir Cary Cooper Professor of Organizational Behaviour. A computational social scientist, his work models intelligence, rationality, and failure across complex political, organizational, and technological systems.

He has authored over 70 peer-reviewed publications and 20 books, with research spanning artificial intelligence, cognitive science, decision theory, necrobotics, and strategic behavior. Dr. Rodríguez serves on multiple international advisory boards, contributes to global policy and governance initiatives, and regularly speaks at major international platforms including World Summit AI, Web Summit, and Davos.
